This idea started between 1966 and 1970 during the Nigerian civil war of the Biafra and Nigerian Army. The Biafra wanted secession from Nigeria, it was vehemently opposed by the federal government. This was the first in history of Nigeria. Internecine war is indirectly used to reduce population, which happened in India during Indo/Pakistan war that ended in 1947.
